COHEN, SIR ANDREW
COHEN, SIR ANDREW (1909–1968), British colonial administrator, brother of ruth louisa cohen . Cohen began his career in the Inland Revenue Department of the British government and a year later was transferred to the Colonial Office. During World War II he organized the food supply to Malta. In 1947 Cohen became undersecretary of state at the Colonial Office. In this post he did much to prepare the African colonies for independence at a time when it was not generally believed that independence for Africa was imminent. From 1952 to 1957 he was governor of Uganda and introduced widespread political and economic reforms, although he encountered much trouble when he deported the Kabaka of Buganda in 1953. He was the British representative on the United Nations Trusteeship Council from 1957 to 1961, and in 1961 was appointed secretary of the newly created Ministry of Overseas Development. This ministry was set up to deal with the problem of relations with newly independent states in the post-colonial period.
